Omni-chain tokens

Debt Token (bitUSD) and Global Governance Token (bitGOV) will be cross-chain and upgradable to adapt to future needs. Both tokens will use the UUPS Proxy (ERC-1822) because it is the most recommended for proxy implementations, is more flexible, lighter and thus consumes less gas during deployment and usage.
